Medical Care and Health Welfare

This system means that when the elderly need comprehensive care and assistance, they can get the necessary health welfare and medical care by mutually helping each other to live independently.
The source of this insurance consists of two routes:
(1) All the insured's premium
(2) Tax revenue
If you want to receive services from the Kaigo-Hoken System, you need to get from your municipal government official recognition that you are in the condition that makes you eligible to receive the service (for example, that you are bedridden or you suffer from senile dementia). This official recognition is called "Yo-Kaigo-Nintei".

Those eligible to use the Kaigo service
  1. Need Kaigo at all times because, for example, of a bedridden condition or senile dementia (those who are in a "Yo-Kaigo (requiring Kaigo) condition")
  2. Do not need Kaigo at all times but need assistance with daily activities, such as housework and dressing (those who are in a "Yo-Shien (requiring assistance) condition").
  • Come to be in Yo-kaigo condition or in a Yo-Shien condition because of one of 15 diseases that are attributed to aging, such as dementia in those past middle age and cerebrovascular diseases.
 
How to pay preminums

In principle, premiums are deducted from old-age pension or retirement pension payments.

Premiums are paid by adding them to the premium of the public medical insurance system.

User's contribution

  • The users of the Kaigo-Hoken SystemÐs service bear 10% of the cost of the service in principle. If the persons are accommodated in a nursing institution, they also pay for food, in addition to 10% of the service cost.
  • If the amount of 10% of the cost is too great, an upper limit to thee contribution will be set. For those with low incomes, the limit is set at a low level to prevent their contribution from growing too great, and food expenses are reduced.
